  1.  Command: Newnote            Syntax:  Newnote <to_who> <subject>
  2. Function: This will start a note to <to_who> with subject 
  3.   <subject>.  You must have the 'Make New Note' permission in 
  4.   order to use this command, and the bot must be able to use 
  5.   notes.  The bot will open up a dcc chat connection with you, and 
  6.   anything going to the bot on that dcc chat connection will be 
  7.   read as part of the note.  Upon closing of the dcc chat 
  8.   connection, or the <endnote> command the note will be written to 
  9.   disk.
